Most organisations can show who completed training. Very few can show who is actually ready to perform.
You already know this.
Because when something goes wrong, you don’t question whether someone attended the course.
You question whether they can handle the situation.
Right now, can you answer:
- Who can make decisions in a realistic scenario?
- How consistent that capability is across your managers?
- Where behaviour actually breaks down?
Or are you inferring it from training data?
